This option requires least amount of edits. Thus being the cheapest option.

Minor character-updates are allowed (for free): color changes, hairstyle change and minor detail removal (like paw-pads in hands).

Updates that are not allowed: body-type change, fur pattern changes, or any other major change.
New character creation
When character doesn't have any previous visual reference sheet, or when character will have major updates
(body-type for example).
This type of reference requires more time for edits and adjustments. Thus being more pricey option.
